Minutes of the Meeting
Sheila Barney the
President of the NRZ opened the meeting at 6:30 p.m.
Sheila announced Jeff Newman of W&M Properties and his associates
(Jonathan Rose Companies LOC, Herbert Newman & Partners) were going to
give an overview of their development plans for Atlantic Street and
Henry Street.
Jeff Newman briefly mentioned the preliminary plans for Henry Street and
Atlantic Street and that he had been meeting for seven months with
residents and others to get a sense of what the interests were. Jeff
mentioned that the project is consistent with the Transportation Center
Design District (40% Residential units-12% below market rate).
The office building will be a first class project like the Metro Center.
The Commercial building will be at the North end of Atlantic Street.

Herbert Newman
emphasized the project is being pursued in accordance with the Master
Plan.
Deborah Spayd presented the residential component of the development:
- 241 residential
units will be developed
- 33 homeownership
(1,2,3 bedrooms) along Henry Street (Henry Street would encompass
the affordable townhouses for sale)
- 50 median income-
12% affordable minimum required by zoning
- 30 Affordable
Apartments
- 167 Market rate
rentals
The zoning process
would entail the discontinuance of Rockland Place. The north of Henry
Street and Atlantic Street, which is now, category 4 (residential,
medium density multifamily) would be submitted for modification to
change it to category 9 (downtown collar, mixed use). There will be a
pre-application meeting and public notices would be mailed to
surrounding residents and business owners.
