President Barney opened the meeting at 6:35 pm


Rick Redniss, representing the developer, NPK Building Corp. and Odyssey Ventures, began to describe their plans for 650 Atlantic Street. The developers have already demolished one building on the 2-˝ acre site and are now seeking to:
1) Make a change to the Master Plan (from Category 4, Residential – Medium Density Multifamily to its bordering category, Category 9, Downtown Collar – Mixed Use.
2) A special exception to the Section 7.3 Historic Preservation Adaptive Reuse Regulation, which confers more flexibility and some, tax credits but also imposes some restrictions.
3) A Zoning text change that would allow more retail capacity.

Mayor Malloy made an unscheduled appearance after attending the Weed & Seed meeting in the employee lounge at the CTE Center, to listen to community concerns. In response to the out cry from neighbors over Vitti Construction’s rock crushing operation in the middle of a residential block, the Mayor reported that several City Departments (including Zoning and Public Health) were looking into the matter. The Mayor acknowledged the inherent problems of noise and dust associated with the activity going on next to residential housing. The use of the property may be permitted legally, however controlling the use through hours of operation may be the best strategy.

The Mayor said he would look into a complaint about heavy traffic around Woodland Avenue, especially during school bus operation time.

Rick Redniss picked up again about the 650 Atlantic St property after the Mayor left, explaining that Mr. Graf and Mr. Kyriakos are excited to make this a worthy adaptive reuse project. At Reverend Schuster‘s suggestion, Rick stated that the developers would consider adding the balance of the block to the Master Plan Category change if the community wanted it.

There is no intent here to apply for any Zoning changes from the current M – G and RM – F. Phil McKain said that The South End needs to determine what kind of community it wants to be.

President Barney introduced Brent Larrabee, the new Stamford Police Chief who has only been on the job six months, taking on a number of challenges: rejuvenating the SRO program, working on solutions for the dog kennel nightmare, getting all officers trained in CPR, trying to further diversity (race and gender) on the Force, and concluding the Police contract negotiations.

Phil McKain asked about the possibility of seeing more officers patrolling on foot around the community. Chief Larrabee replied that he was a strong believer in community policing.

Sgt. Chip White replied to the question of what the Substation’s hours were by saying that there were no formal fixed time slots but that officers used the building at any time

throughout the day or night.Loft Artist Jae Dennis reappeared before the NRZ for a short 2nd presentation, describing some new ideas that she was hoping to incorporate into the three remaining signal boxes. In response to residents’ desires expressed a few months earlier, Jae, after speaking with Renee Kahn, said she wanted to include the themes: old mills, mailings (a thumbs up to Pitney Bowes), and the Siawanoy Native American.
