South End Neighborhood Revitalization Zone Initiative
Minutes of the Meeting
Tuesday, October 12, 2004
Lathan Wider Communication Center

The meeting opened at 6:41 pm with Adeline Hanchard from the Connecticut Association of Human Services speaking about several government resources providing financial assistance to qualifying individuals and families. Her group has offices in Bridgeport, Norwalk and Danbury as well as in Stamford. She made available a number of informational brochures and packets. Several of these explained warnings for eating certain fish.
Ms. Hanchard encouraged all qualifying people to look into their eligibility for collecting on the Earned Income Tax Credit. The EITC is a tax break for low to moderate income earners that is offered but taken advantage of. In fact, there are over $1,000,000 in collected funds in Stamford alone.

Ms. Hanchard let residents know about the IRS sponsored VITA program (volunteered income tax assistance) which provides free tax help in the community. The three locations in Stamford where residents can go for
assistance and advice are: the Yearwood Center, CTE and the Chester Addison Center. The program is also looking for volunteers who will be trained in a 3 day course in tax preparation , but must commit volunteer tax preparation at a VITA center for one year.

She also cautioned tax payers to be cautious about privately offered tax refund anticipation loan and other preceding lending practices. Mrs. Hanchard expressed her hope that benefiting services that are out there are generally helpful such as food stamps.

The volunteer training is offered in December and the free tax advice is provided from February 1 to April 15.

Old Business:
Llorel Guyden reported on the Book Fair held at the Lathan Wider Center the previous Saturday. Only $563.65 was raised. She felt good contacts were made and the social aspect was very positive, especially or the many young people participating. A future book sale will be considered. Although next time more publicity will get out and organizers will be mindful to avoid scheduling such an event on a holiday weekend.

Shelia Barney showed two more posters of the murals on the signed boxes around the South End done by the Artist Zora. She will be doing more signed mural boxes on Atlantic Street.

A spokesperson from O&G will be speaking at the Waterside Coalition Meeting on Thursday October 28, 2004 at 6:30 pm in the Gymnasium at St. Clemons Church.

Dorothy Wills made presentations honoring two men who made Community Garden a success this past year: Emanuel Morse and Jerry Taylor.

McClatchy has been asked to address next month’s meeting.
